BARRATT, Thomas (1860-1924)

Thomas Barratt was born in Philack, Cornwall, England in 1860. He was the son of James Barratt and his wife Grace Barratt (née Blamey). In 1881 he was living with his civil engineer brother James at the house in London owned by his brother in law, contractor Charles Deacon.

In 1882 Thomas Barratt married Edith Marion West at Philack, in Cornwall.

After arriving in Western Australia from England in 1885 with his brother James, Thomas joined the Public Works and Railway Department. In 1886 both Thomas and James were made Associate Members of the Institution of Civil Engineers. In 1889 Thomas Barratt was Resident Engineer on the extension of the Fremantle Jetty.

From 1893 to 1894 Barratt was the Engineer in Charge of the Albany Harbour Works. He then went to work in the North West, in 1896. Later in 1896 he joined the Town of Fremantle as Town Surveyor, subsequently becoming the Town Engineer until 1909. In 1907 he was a member of the Perth Water Supply Investigation Board.

Thomas's wife Edith died in 1903, and he was later married for a second time, to Ethel Elizabeth Lock, in 1915.

Thamas Barratt was a Temporary Draughtsman in the Public Works Department between 1909 and 1912. He was still employed as an Engineering Surveyor with the Public Works Department at the time of his death, in St George's Hospital in Perth, on January 5, 1924.
