William Atkins was born in Tipperary, in Ireland, in 1836.

After being the Manager of the Rockingham Jarrah Timber Company between 1881 and 1885 and dissolving his partnership with A.B. Wright in 1887, Atkins was a Contractor with R.O. Law (q.v.) between 1892 and 1906. They built the railways from East Perth to Pinjarra in 1892 and to the Collie Coalfield in 1897, and the Carnarvon Tramway in 1900. They also built the Perth Boys & Girls School in 1895, the Perth Mint in 1897-9, and the government offices in Geraldton in 1897-8. They built the Onslow Jetty in 1899, the Geraldton Jetty in 1902, the Bunbury Lighthouse in 1903, and the Mounts Bay Drain in 1906. They formed Atkins Stoneware Pipes Ltd, and Laws Metropolitan Brickworks Company in 1905, and made Monier pipes for the Perth sewerage system in 1906.

Atkins passed away on 26th November, 1920.
